#1681: Notify the chat user when a message comes in a blur window

This already done in chat but was disabled (commented in source code) cause has a bug on event handlers.

When we are not seeing the chat window that must notify us when somebody send a message, or when someone comes online.

Noosfero may cycle the page tile to notify the user, like the gMail does with the gTalk.

Some sound notification will be also useful!
