#2262: Time zone on Blogoosfero is CET when it should be BRST

Description of the bug

Default time zone on Blogoosfero is CET when should be BRST. Here is a way to configure the application time zone: http://stackoverflow.com/questions/6118779/how-to-change-default-timezone-for-activerecord-in-rails3

But before just doing this, it's important to investigate if it's necessary to change all already saved ActiveRecords? times.

ok, but this is a server configuration and not a bug in Noosfero.
