#2314: Minimize number of requests for plugin assets

Currenly the application-ng layout generated one <style> or <script> for each CSS/JS file provided by plugins, which means loading a page may potentially involve a large number of HTTP requests. Instead, there should be a single tag and all the CSS/JS files should be collapsed in a single one, just as it is already done to the core CSS/JS files.
