#2345: let all community members edit some articles

When someone creates an article in a community, it should be possible to choose between two different permission schemes:
- The users that have content creation permission on the community are allowed to do anything with the content (this is how it works currently)
- All community members are allowed to edit the article, but only the creator is allowed to delete it.
