#953: investigating performance problems

• several references to unexisting files in CSS (removed)
• The new "not found" page itself had performance problems because it rendered all the blocks, which are expensive, for every "404 Not Found" response (with several of them caused by the problem of unexisting CSS files)
• There were useless and expensive queries in the rendering of the "farejador" block (which was being rendered in all the "not found" generated by the CSS errors above)

measures taken:

• removed the useless queries (of course)
• removed references to unexisting files in CSS
• the "not found" page does not render the blocks anymore
• added more information (HTTP referer and User-Agent in the logs) so we can debug next problems more easily
• created AI:955 to optimize noosfero
