#1132: Configure whether accept comments from unauthenticated users

there must be a configuration forbid_unauthenticated_comment. When it's true, then unauthenticated users cannot post comments.

A confirmation e-mail for unauthenticated e-mail may be a good thing. I have received a lot of comments from someone using a fake e-mail. If the e-mail is not validated before on a week, that may be cleared.
